When considering the retention of staff, public managers must understand why employees may choose to voluntarily leave their organisations. This chapter reviews research on voluntary turnover in the public sector, including what is voluntary turnover, the costs of turnover, the antecedents of voluntary turnover, and challenges with measuring turnover, including the relationship between turnover intention and actual turnover rates.
