{"doi":"10.1093/geroni/igaf044","title":"Systematic Documentation of State Variation in Medicaid Home- and Community-based Services: The Medicaid Home and Community-based Services Dataset Initiative","abstract":"Background and Objectives: In the United States, Medicaid plays a prominent and growing role as a primary payer for home- and community-based services (HCBS) to help adults remain living independently in the community. While Medicaid HCBS programs vary significantly across states, limited historical, systematic data about Medicaid HCBS program components exist. We presented a systematic, reproducible approach to capture comprehensive characteristics of Medicaid HCBS waivers. Research Design and Methods: We used current and historical documentation of Medicaid 1915(c) waivers serving adults ages 65 or older from 2010 to 2019. We described waiver services available over time, specifically respite, transport, meals/dietary/nutrition services, caregiver training, and payments to family members for personal care services. We extracted data from waiver documents using HTML parsing. Results: We extracted data systematically from 419 of 431 waiver documents (97%) across 46 states. During a manual quality control review of data extracted, 9% of waiver documents required any manual corrections, with only 4% requiring significant corrections impacting analysis (eg, missing services). We observed that the percentage of waivers offering each service increased over time for most services except caregiver training, which decreased. Discussion and Implications: This study fills a critical gap in data availability by demonstrating a systematic approach by which researchers can construct a historical, waiver-level database of Medicaid HCBS waiver characteristics.","journal":"Innovation in Aging","year":2025,"id":521133,"datarank":0.26876392038420827,"base_score":1.791759469228055,"endowment":1.791759469228055,"self_citation_contribution":0.26876392038420827,"citation_network_contribution":0.0,"self_endowment_contribution":0.26876392038420827,"citer_contribution":0.0,"corpus_percentile":41.63378974239963,"corpus_rank":7489,"citation_count":5,"citer_count":3,"citers_with_citation_signal":0,"citers_with_endowment":0,"datacite_reuse_total":0,"is_dataset":true,"is_dataset_confidence":0.7776,"is_data_producer":false,"deposit_databanks":null,"is_oa":true,"file_count":0,"downloads":0,"has_version_chain":false,"published_date":"2025-01-01","fair_score":4.1667,"fair_percentile":4.891470498318557,"algorithm_id":"datarank_citation_only_1hop_v6","ranking_scope":"data_only","authors":[{"id":1391462,"name":"Elise M Parrish","orcid":null,"position":1,"is_corresponding":false},{"id":417827,"name":"Johanna Thunell","orcid":"0000-0003-3361-4933","position":2,"is_corresponding":false},{"id":1045531,"name":"Katherine Miller","orcid":"0000-0002-6726-2369","position":0,"is_corresponding":true}],"reference_count":19,"raw_metadata":null,"created_at":"2026-07-19T02:49:32.958846Z","pmid":"40575020","pmcid":"PMC12202006","fwci":null,"citation_percentile":null,"influential_citations":0,"oa_status":null,"license":null,"views":0,"total_file_size_bytes":0,"version_count":0,"fair_f":11.1111,"fair_a":0.0,"fair_i":40.0,"fair_r":33.3333,"fair_zscore":-1.1986,"fair_rationale":{"fair_score":4.17,"has_llm":true,"taxonomy_version":"fair_taxonomy_v5","dimensions":{"F":{"name":"Findable","score":11.11,"criteria":[{"key":"f_dataset_pid","label":"Persistent identifier for the data","kind":"llm","weight":2.0,"fraction":0.0,"verdict":"no","evidence":null,"grounded":false,"rationale":"No persistent identifier (DOI, Handle, ARK, or repository accession) is provided for the study's dataset.","anchors":["RDA-F1-01D — FAIR Data Maturity Model: 'Data is identified by a persistent identifier' (priorit","RDA-F1-02D — FAIR Data Maturity Model: 'Data is identified by a globally unique identifier'","FsF-F1-02D — F-UJI/FAIRsFAIR: 'Data is assigned a persistent identifier'"],"scored":true,"signal":null},{"key":"f_repository_named","label":"Named repository","kind":"llm","weight":2.0,"fraction":0.0,"verdict":"no","evidence":"The source data is publicly available through the Centers for Medicare & Medicaid website.","grounded":true,"rationale":"No repository is named for the study's own dataset; only the source data location is given.","anchors":["RDA-F4-01M — FAIR Data Maturity Model: metadata is offered so it can be harvested and indexed (","NIH DMS Policy Element 4 (NOT-OD-21-014) — name the repository where data will be archived","NSTC Desirable Characteristics of Data Repositories (2022) — 'Long-Term Sustainability', 'Reten"],"scored":true,"signal":null},{"key":"f_data_availability_statement","label":"Data-availability statement","kind":"llm","weight":2.0,"fraction":0.0,"verdict":"no","evidence":null,"grounded":false,"rationale":"The Data Availability statement refers to the source data, not the study's own dataset.
